A common thread in mass-scale statistical prevarication is that the proposed solutions are financial: there are always calls for more money and funding.2 Perhaps even more disturbing, scholarly studies such as that of the late Carol H. Weiss of Harvard University have discussed the fact that “Partisans flourish the evidence in an attempt to neutralize opponents, convince waverers, and bolster supporters (even if) conclusions have to be ripped out of context.”3 Weiss notes also that the biased selection of social science evidence is a viable strategy for advocates of a particular cause, and that it often has a strong policy and political impact. Weiss refers to this practice as “the political model of research utilization,” which, in addition to its contributions toward social confusion and discord, is often one of the gateways to personal financial gain.

The remedy to this statistical confusion is, of course, to disaggregate the statistics as carefully as possible so it is clear what is being described, and how. The power of this approach will be demonstrated in chapter 9, when we discuss various careful statistical studies of education.
